8.1.2 Workflow of Local Plans


The general workflow of generating and using Local Plans is described in the 'LUPMIS Tools' under Processing > UPN / Street Names > General procedure, and consists of following steps:


Step 0: Collect and prepare background layers:

              - Georeferenced Sector Layouts (see Chapter 5.3.3)

              - Orthophotomaps (see current photo index at Processing > Raster processing > Index photos/topos)

              - If photos are not available: Digitize from Google Earth (see Chapter 5.4.8)


Step 1: Digitize all parcels of the Local Plan with their 'planning zone'

          (Planning units should be in 'style', e.g. 2 for residential/high density)
Save in the SL folder

Run quality-control check with Processing Tool 'Quality-control of GIS file' (see Chapter 8.3.8.1)

Time required: Depends on experience of staff and size of plan: 0.5 - 3 weeks
Training for advanced staff: 1-2 days, for beginners illiterate in GIS: 3 weeks


Step 2: Assign UPN to all parcels automatically with Tool 'UPN Assignment' (UPN will be in 'id')

Run quality-control check with Processing Tool 'Quality-control of GIS file'

Time required: 0.5 - 1 hour

Training for advanced staff: 0.5 - 1 day

Step 3: Digitize all streets (as centre lines, in the correct direction, with few points)

with street names in 'display label'

          and road hierarchy in 'style', if 'hierarchy-based' method is choosen (recommended)

Save as (Local Plan)_streetlines.dra in the SL folder

Run quality-control check with Processing Tool 'Quality-control of GIS file' (see Chapter 8.3.8.1)

Time required: 1-3 days
Training for advanced staff: 1 day

Step 4: Assign street names and property numbers to all parcels automatically with Processing Tool 'Street name / property number'   
          (Property number + street name will be in 'display label')
Run quality-control check with Processing Tool 'Quality-control of GIS file'.

          This step has created 3 additional files:
             (Local Plan)_withstreetnames.dra with only streetnames in 'display label' in the SL folder
             (Local Plan)_withhousenumbers.dra with only housenumbers in 'display label' in the SL folder
             (Local Plan)_streetnames_UPN.csv with references UPN - street name/property number, for Excel in the SL/Tools folder

Time required: 0.5 - 2 hours
Training for advanced staff: 1 day

Step 4a (additional option): If there are long streets crossing from other Local Plans, modify property numbers
Step 4b (additional option): If a street is to be re-named, modify street name with Processing Tools 'Change street name'

Step 5: Transfer addresses to Address Database automatically with Tool 'Update Address Database from GIS'

Time required: 0.5 - 1 hour
Training for advanced staff: 1 day

Step 6: Transfer street names to a separate text file automatically with Processing Tool 'Convert streetlines to text'
Save as (Local Plan)_streettext.dra in the SL folder

Time required: 0.5 hour
Training for advanced staff: 2 hours

Step 7 (optional): If you like gray background of the streets, overlay your Local Plan with the entire area, with Processing Tool 'Overlay',
          Save as (Local Plan)_streetpoly.dra in the SL folder

Step 8 (optional): If required, digitize the location of street sign posts,
          Save as (Local Plan)_streetpoints.dra in the SL folder

Step 9: Collect permit data (applications, approvals etc) for the Permit Database
          Enter or import from Excel file (with Permit Tool 'Import permit data'), including GIS data (with Permit Tool 'Import GIS data')

Time required (after collection of data): 1-5 days
Training for advanced staff: 2-3 days for data import, 2-3 days to familiarize with the Permit Database

Step 10 (if you want to use the data for revenue collection):
          Collect maps and data from the Land Valuation Board
          Digitize the link to LUPMIS with the Revenue Tools for Land Valuation

Time required: 1-3 weeks
Training for advanced staff: 2-3 days

Step 11 (if you want to use the data for revenue collection):
          Collect property and business data, fee-fixing rules, property/business classes etc
          Enter or import from Excel file (with Revenue Tool 'Import revenue data'), including GIS data (with Revenue Tool 'Import GIS data')
          Generate bills, invoices, monitoring maps etc
          See 'General procedure' under Revenue Tools.

Time required (after collection of data): 1-5 days
Training for advanced staff: 2-3 days for data import, 2-3 days to familiarize with the Revenue Database
