Annex 4: Standards
Following working fields have to have common standards. They have to be agreed on, well defined and well documented. Any changes, which might occur with technology advances or new user requirements, will have to be discussed by all concerned parties.
- OGC (Open GIS Consortium) standards for GIS data standards
- ISO 19100 QC standards
- Map projection (strongly recommended: UTM, see Annex 1)
- Map datum (strongly recommended: WGS 84, see Annex 1)
- Map index
- UPN: Unique parcel number, code of composed of region / admin district / registration district / section / parcel
- Definition of technical terms, which are specific for LAP (not including technology terms applied worldwide)
- Data exchange formats
- Accuracy for different tasks at different agencies (strongly recommended at TCPD: 10 m)
- Data sharing strategies
- QC procedures
- Working scales per agency
- Mandate of agencies for data collection and responsibility
- Data sharing formats: Image data (strongly recommended: ecw format in WGS 84 / UTM, vector GIS data (strongly recommended: shp format)

Not necessarily the software for data entry and processing has to be synchronized between the LSAs, as agencies differ strongly in their tasks they have to carry out, their decentralization, their office setup, their staff skill and their financial resources.
