8) Human Resources and Training
Human resources are the most critical component of an Information System! Particularly in this field, it is important to consider aspects such as sustainability and appropriateness of technology transfer.
Trained and motivated manpower, who can handle all tasks, but also have the know-how to maintain the system and the data, and with professionals, who fully understand the system and are able to develop further. It is a major challenge to train computer-illiterate staff (some 5-8 staff members per office in 11-15 offices) to use the IS, to make the system beneficial and being used.
IT training schemes have to be defined and software has to be selected accordingly (i.e. for relatively low-skill GIS users).
In the Project, a training needs assessment will be carried out. Training will be given to the candidates in form of:
Very often, more formal trainings courses give a theoretical introduction to the students, while the informal, often on-the-job training lets the trainees perform their job afterwards.

Additionally, a more general paper has been written by the Consultant for training local staff in the pilot communities through a trainers’ training scheme, with a timing scheme shown in Annex 11.
