The IT training of TCPD staff by the Project consists of two blocks:

• The first block is an introduction. It is of general nature and has the target audience of rather unexperienced computer users. It can be carried out by general, public or private computer training centres, and does not request high level of trainers' skill.
• The second block is of specific, advanced nature and will result in specialized computer skills with strong orientation towards GIS, DBMS and land use mapping. Trainees have to have a good general computer background. The training has to be in strong supervision by the Project, but not necessarily been carried out by the Project. It can be done by specific institutes or specially trained trainers, e.g. through trainers training (see also Chapter 8).
• The third block is an adaptation of the training to the methodology and of the techniques (see also Chapter 1) developed by the Project. Project-specific methods are taught. Trainers have to be fully aware of the Project approach. The training has to be tailor-made for the specific needs of future work.

There shoud be tests conducted, for each subject (i.e. lines in listing below) internally, but well documented, and for each block formal tests to be carried out under external supervision, also well documented.

A15.1) Block 1: General IT training (introduction)

• Introduction (concept and use of computers, advantages, problems, main components, management)

• Graphics, e.g. Paint Shop / Visio (file handling, copy/paste, brush, replace, colors, definition of colors, file formats, zoom, fill, layers, vectors, text, layers, palettes, animation; charts, symbols)
• Presentation, e.g. PowerPoint (layout, write, fonts, color, insert graphics, print, animation, templates)
• Internet (concept, technology, connection, browsers, URL, email, netiquette, search engines, references, HTML, PHP, CMS, Web 2.0)
• Hardware (concept, all components, mass storage types, cards, faults, screen, resolution, drivers, installation of software, UPS)
• Network administration (LAN, WLAN, protocols, security, backup, trouble shooting, password, DNS, cabling, resource sharing, Internet access, hardware installation, formatting, backend-frontend, virus protection, firewall)

• GIS: Software, e.g. Spatial Commander, later Map Maker (start with small scale, zoom, pan, layers, select, query, attribute table, polygon / line / point, edit, vector vs raster, print, coordinates, insert xy coordinates, project conversion, change attribute table / reference to database, import / export to other formats, QC, check of data, GIS utilities for data conversion, georeferencing; concept of GIS at TCPD)
• DBMS, e.g. MS Access (concept, theory, tables, data types, design, relations, queries, reports, links, forms, menu development; concept of permit database and link to GIS)
• SQL, e.g. MS SQL Server, PostGreSQL (SQL codes, functions, possibly also VB, compiler, debugging, link to other databases, GIS)
• Cartography (mapping, coordinates, accuracy, topographic vs thematic, scale, projection, datum, map layout, legend, orientation, GPS, purpose of maps)
• Land use assessment and land use mapping (purpose of land use mapping, land use classification, tools, scale, field work)
• GIS for land use planning (modeling, buffer, operations as listed in Annex A5.2, communication with land use planners)
