The work described in this manual has been undertaken as part of LREPP-II: Land Resources and Evaluation Project, Second Phase, which has been executed to improve and to strengthen the institutional capabilities to undertake physical planning and to acquire, process, and disseminate data and information on land resources. The information system ILUD has been developed by the Project's Information System Specialist Gerhard Bechtold of GTZ. The entire system with all its concepts, methodologies and techniques is explained in these three documents. Additional reference shall be made to the manual 'GIS Application in Land Use Mapping and Implementation and Control of Land Use Planning' (Project Completion Report, vol.2), which gives an overview of the applied methodology. ILUD is an entire management-support information system with six components:
Approach of inventory and interpretation of land use data, and their use for land use planning and monitoring, which can be applied homogeneously at BPN, in line with the Government regulations. This includes both technical concepts and methodologies as well as political and coordination issues.
An integrated and coordinated approach of land use mapping and spatial land use management planning requires standardization. Standards and conventions are implemented in form codes, data formats and procedures. Only this guarantees an exchange of data between different offices and a high level of acceptance by all users.
Software tools are used to implement standards and to facilitate the automation. ILUD software is menu-driven for fast, streamlined production, with in-built data integrity checks and quality control.
Product of available data in digital format and hardcopy maps and tables, which can be used by BPN for appropriate planning, as well as by external users, defining land use planning activities.
Public relation work, publicity, availability and marketing of data and services (including commercialization aspects) and adequate management are important for the functionality of this information system.
After implementation, this is a contribution to sustainable, transparent, social fair and economic use of land in Indonesia in future. ILUD has been developed in the frame of the project LREPP-II/B at BPN. Training has been given to all involved technical staff of BPN/PGT at Pusat and in 18 provinces of Indonesia. |
